Background
When the Centerville-Osterville-Marstons Mills [C-O-MM] Water Commissioners failed to act to protect the water supply at the Hayden well field by acquiring the three lots of the Archibald Parcel that abut the well field, the Mill Pond Preservation Committee undertook a petition drive.
The petition wording was as follows:
Petition to Purchase land in Marstons Mills
We the undersigned, as qualified voters of the Centerville-Osterville-Marstons Mills Fire District and in accordance with the provisions of law, hereby submit the following petition to have the following article added to the Warrant for the Annual Meeting of the Centerville, Osterville, Marstons Mills Fire District to be held on May 17, 2005.
"Article: To see if the C-O-MM District will vote to borrow and appropriate $375,000 to acquire 3.2 acres more or less as shown on Barnstable Assessors Map 059 Parcel 014 and Assessors Map 058 Parcels 019 and 020 for District Purposes; and to grant a conservation restriction to the Town of Barnstable on these parcels; and further, to accept a Conservation Restriction for watershed protection from the Barnstable Land Trust over a parcel of land shown on Barnstable Assessors Map 60, Parcel 10."
The petition was signed by the required number of registered voters and will be on the Warrant for the C-O-MM Annual Meeting.
Annual Meeting
The C-O-MM Fire District has an Annual Meeting each Spring to approve the Warrant. Amongst other items, this year's Warrant will contain the petitioned Article as above.
Note: Don't confuse the Elections with the Annual Meeting - they are two separate events! The C-O-MM Fire District Election [to elect members to the Prudential Committee and Water Commission] will be held on Monday, May 16, 2005 and IT IS NOT the Annual Meeting and the Warrant WILL NOT be acted upon at that time.
The Annual Meeting is conducted in an Open Town Meeting format, with a moderator and follows a predefined process. A motion will be made to act upon the Article and voters may discuss it. At the conclusion of that discussion, a vote will be taken.
